Situation
Partners from business, administration and research are using big data and artificial intelligence (natural language processing) to optimise public procurement in Switzerland in order to improve quality, make processes more efficient and promote sustainability.
Course of action
For the implementation, new subject-specific language models are generated from over 1 million existing tender documents on the basis of NLP procedures.
Result
Every year in Switzerland, goods and services worth CHF 41 billion are purchased through public procurement. All authorities and public institutions, such as universities, hospitals, energy suppliers, etc. are subject to the Public Procurement Act. According to an analysis of simap.ch data, there are over 5300 different procurement organisations and over 19,000 bidders who have received orders via procurement procedures since 2009 (when the simap.ch platform was launched). This Innosuisse project will generate economic added value for the various implementation partners on the one hand and social benefits on the other.
Looking ahead
The new AI features and the new web API are intended to achieve goals for business, administration, society and science.
