White Paper ‘Inclusion’: Programme analysis for HEKS/EPER Switzerland

Situation

In the new strategy 2023-2027 of HEKS/EPER (Swiss Church Aid), ‘inclusion’ was defined as one of the organisation's four thematic priorities. The research team was assigned the task of developing a white paper to operationalise the concept of inclusion in an organisation-specific manner and to analyse HEKS/EPER's current work in Switzerland. Inclusion was addressed and analysed in three different but closely interlinked contexts: at the level of society, within the organisation itself and in relation to the beneficiaries. The findings serve as a basis for discussing the potential of the programmes regarding inclusion and the possibilities of a stronger interlinking of street-level and political work.

Course of action

In the first phase of the project, the research team visited 12 HEKS programmes in eight cities throughout Switzerland. Later, employees and participants from various programmes were brought together in focus groups to discuss and supplement the results of the programme visits. The focus groups took place in Zurich and Lausanne.
