Conceptual monitoring and support of the E-ZIVI study

In the context of this study, the ACTUAL and TARGET situation of E-ZIVI, the service portal for the civilian service, was mapped. The IPST looked at which architecture could best meet the needs of the Federal Office.

Situation

The Federal Office for Civilian Service (ZIVI) needs a basis for deciding how to further develop the future service portal E-ZIVI. This will enable the Federal Office to integrate the appropriate aspects in the WTO tender. The ZIVI has commissioned the Institute Public Sector Transformation as a neutral organisation to assist in the creation of this basis.

Course of action

The study analyses the current situation and maps the target situation of the future system. In the first work package, the existing business processes are analysed and mapped. The organisational roles and the degree of digitalisation of existing business processes are determined, and business rules are extracted and documented. The required information is obtained through interviews, document analysis and a workshop. The second work package deals with the technical analysis of the existing specialised applications. For this purpose, the technical documentation of the E-ZIVI information system is examined and the relevant stakeholders are interviewed. Furthermore, an architecture, software and ergonomics review will be carried out and the application operation will be examined. In the third work package, the ideal solution for the future E-ZIVI platform will be designed and the required technical architecture (service-oriented on the basis of micro-services) will be defined. Finally, in the fourth work package, the current market offer for suitable software will be analysed. For this purpose, trends in neighbouring countries will be surveyed and products of Swiss companies that would be suitable for the implementation of individual components will be examined.

Result

In the course of the project, various delivery objects were developed, each of which was submitted to the Federal Office for Civilian Service at the end of the corresponding work package. The delivery objects show that the current system in its present form cannot satisfactorily meet future requirements. It is therefore highly likely that the CIVI will procure a new system. For this procurement, the delivery objects of AP 3 and 4 will be of particular importance. However, it is not possible to rely only on these two delivery objects, as there are currently still many gaps in knowledge regarding business processes, business rules and domain models. These must be closed internally at ZIVI. Only then can a definitive requirements specification be created. It should be mentioned that the Federal Office for Civilian Service ZIVI was always very satisfied with the delivery objects. In the feedback on the final reports, the high quality of the reporting was highlighted in each case.

Looking ahead

Based on the results of this study, the management of the Federal Office for Civilian Service intends to decide on the future of E-ZIVI by mid-2021.
